Windsurf is the agentic IDE — a fork of VS Code wrapped around a built-in coding agent called Cascade. Originally shipped by Codeium and acquired by Cognition (the team behind Devin) in 2025, the product is now being rebranded as 'Devin Desktop' and is the local-machine counterpart to Devin's cloud agents. Cascade reads the entire repo through Cognition's proprietary indexing engine, can plan and execute multi-file changes, runs commands in an integrated terminal with permission gates, and iterates until tests pass without the user manually pasting code back and forth. The pitch versus Cursor is that Windsurf 'feels like working with a co-pilot, not driving an AI' — the agent stays in flow, edits files in place, and produces visible diffs you can accept or reject inline. The free tier ships with Cascade Base, autocomplete and chat. Pro is now $20/month for premium model credits (GPT/Claude/Gemini frontier models). Max ($200/month) unlocks significantly higher quotas.
